The Petroleum and Natural Gas Regulatory Board (PNGRB) issued a public consultation document (PCD) to declare 14 existing petroleum products pipelines as common carriers or contract carriers under Indian Oil Corporation Limited’s (IOCL) pipeline network on September 3, 2025.

These include:

435 km Guwahati-Siliguri Petroleum and Petroleum Products Pipeline (GSPL) with a capacity of 1.4 million metric tonnes per annum (mmtpa)

79 km Koyali-Ahmedabad Petroleum and Petroleum Products Pipeline (KAPL) with a capacity of 1.1 mmtpa

526 km Haldia–Barauni Petroleum and Petroleum Products Pipeline (HBPL) with a capacity of 1.25 mmtpa

277 km Haldia-Mourigram-Rajbandh Petroleum and Petroleum Products Pipeline (HMRPL) with a capacity of 1.35 mmtpa

147 km Mathura-Delhi Petroleum and Petroleum Products Pipeline (MDPL) with a capacity of 3.7 mmtpa

189 km Panipat-Delhi Petroleum and Petroleum Products Pipeline (PDPL) with a capacity of 3 mmtpa

311 km Mathura-Agra-Gawria Petroleum and Petroleum Products Pipeline (MAGPL) with a capacity of 4 mmtpa

155 km Panipat-Rewari Petroleum and Petroleum Products Pipeline (PRPL) with a capacity of 2.1 mmtpa

219 km Panipat-Bhatinda Petroleum and Petroleum Products Pipeline (PBPL) with a capacity of 3 mmtpa

197 km Koyali-Dahej Petroleum and Petroleum Products Pipeline (KDPL) with a capacity of 2.6 mmtpa

265 km Koyali-Ratlam Petroleum and Petroleum Products Pipeline (KRPL) with a capacity of 2 mmtpa

The comments/views are to be submitted to the Secretary, PNGRB within a month from the date of issue of the PCD, i.e., by October 3, 2025.
