The Petroleum and Natural Gas Regulatory Board (PNGRB) intends to amend the Petroleum and Natural Gas Regulatory Board (Third Party Conformity Assessment) Regulations, 2015. The amendment has proposed inclusion of new regulations that were introduced after the notification of PNGRB (Third Party Conformity Assessment) Regulations, 2015. These include:

  • the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum and Petroleum Products Pipelines) Regulations, 2016;
  • the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Liquefied Natural Gas Facilities) Regulations, 2017;
  • the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for [dispensing of Automotive Fuels] Regulations, 2018;
  • the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for LPG Storage, Handling and Bottling Facilities) Regulations, 2019;
  • the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Installations) Regulations, 2020.

The amendment has also proposed modifying the requirement of prior approval of its board for undertaking internal audit in compliance to PNGRB. It has also proposed including periodicity for T4S audit and a clause mandating auditors/ inspector to have five years working experiences in operations and maintenance for carrying out the audit.


PNGRB has sought views/ comments from all stakeholders including general public on the proposed amendment. The last date for the submission of views/comments is June 30, 2021.
